Emmanuel Rochas (École Polytechnique, Telecom ParisTech) has been Group CEO of TOTEM since June 2025.

Previously, he served as CEO of Orange Wholesale International, where he developed a comprehensive range of international wholesale services for telecoms operators and digital service providers worldwide, including voice, SMS, IP transit, content delivery networks (CDNs), international bandwidth, infrastructure, and roaming services.

He was recognized as one of the 100 most influential people in the wholesale telecommunications industry by Capacity for three consecutive years. In October 2024, he was elected Chairman of the Global Leadership Forum, a key platform for international wholesalers.

Emmanuel began his career in the French government before diversifying his experience within the Orange Group, where he oversaw group strategy, as well as network and business operations across various regions of France.
