Vladimir Liulka is a serial tech entrepreneur and senior executive recognized for his pioneering role in digitalizing the global sports industry. As the Founder and CEO of Blocksport, a Swiss-based SportsTech, Vladimir has been at the forefront of bridging the gap between deep-tech infrastructure and fan experience. With a career spanning over 20 years, he has expertise at the evolving intersection of high-performance connectivity, Artificial Intelligence, Web3, and digital monetization.


A computer specialist with a degree from the Faculty of Cybernetics at Kyiv National University, Vladimir’s journey is rooted in both technical excellence and social impact. He previously served as the CEO of BrainBasket NGO, an initiative dedicated to boosting IT education, and currently holds a Board seat at the Global Business For Ukraine (GB4U) organization. His extensive corporate leadership includes serving as CIO at Ciklum, where he managed global technology operations, and as Managing Partner of Intellica Group, a premier software engineering, Data Analytics, and Blockchain firm.


In telecommunications and sports, Vladimir has a proven track record of high-level collaboration. Between late 2023 and 2024, he successfully established a strategic partnership with Deutsche Telekom, laying the groundwork for advanced collaboration in the sports sector. This momentum continued into 2025 and 2026 as Vladimir spearheaded Blocksport’s evolution into an AI-first "SuperApp" ecosystem. Under his leadership in 2025, Blocksport formed a landmark partnership with Nokia, integrating the Network as Code platform and CAMARA-aligned APIs to deliver "Quality on Demand" (QoD) for live sports events.


Beyond the boardroom, Vladimir’s professional discipline is deeply rooted in his life as an athlete; he is a black belt in Kyokushinkai Karate, a practice he credits with shaping his commitment to resilience and strategic growth. A dedicated advocate for the "democratization of sports technology," Vladimir continues to empower sports organizations globally to reclaim their first-party data and transform passive followers into loyal digital communities through cutting-edge AI and programmable connectivity.
