Speaker Bio

Kamal leads the taxation policy advocacy efforts of the GSMA, analysing taxation policies affecting the mobile sector across all regions to support evidence-based advocacy aimed at reducing the sector’s tax burden. He works closely with regional teams and mobile operators to develop country-specific reports, regional tax benchmarking analyses, and tailored proposals, advocating for tax policy reforms that promote investment in the mobile industry and drive mobile internet connectivity to accelerate economic growth and socio-economic development.


Before joining the GSMA in 2022, Kamal spent nine years working in the government of Afghanistan, most recently as the National Budget Planning and Reform Director at the Ministry of Finance, where he contributed to the design and reform of fiscal policies to address the country’s budgetary needs.


Kamal holds a Bachelor’s degree (BA) and a Master’s degree (MBA) in Business Administration.
