Rahul Vatts is the Chief Regulatory Officer (India and South Asia), Bharti Airtel, Director– OneWeb Communications India and Vice Chairman of Indian Space Association (ISpA), and Cellular Operators Association of India (COAI).

He also chairs key industry groups such as the GSMA Spectrum Policy Working Group and the Asia-Pacific Anti-Spam Taskforce (ACAST) which is a first of its kind collaboration between MNOs and digital ecosystem players.


A telecom industry veteran with over 30 years of experience, Rahul is an expert on a myriad of subjects including telecom licensing, digital regulations, spectrum management and regulatory litigation. He has had a leading role in shaping policy discussions around emerging digital issues such as AI, digital competition, and data privacy.


Rahul firmly believes that the aim of policy and regulatory environment should be delivering benefits to stakeholders across value chain: consumers, businesses and the government. His domain expertise has been leveraged at global forums by leading operators, including British Telecom, OneWeb UK, Axiata (Malaysia), Indosat (Indonesia), Globe (Philippines), and Dialog (Sri Lanka).


He has Engineering degree in telecommunications from University of Pune and is an alumnus of Indian Institute of Management-Ahmedabad and The Wharton School, Pennsylvania.
