Presented at MWC25 Barcelona, the accolade highlights Brazil’s recent achievements in mobile evolution through sound spectrum policy and regulatory innovation.
3 March 2025, Barcelona: Every year, the GSMA, the global association for the mobile industry, honors a country for its impactful progress in digital policy and telecom regulation with the Government Leadership Award. This year’s distinction has been awarded to the Federative Republic of Brazil, marking its third recognition in this special category of the Global Mobile (GLOMO) Awards, following acknowledgments in 2005 and 2015. The Award was presented today to Juscelino Filho, Minister of Communications of Brazil, by John Giusti, Chief Regulatory Officer, GSMA, and Lucas Gallitto, Head of Latin America, GSMA, during the opening of the Ministerial Programme at MWC Barcelona.
An independent panel of judges selected Brazil for a series of policy decisions that reinforced its role as a regional leader in connectivity and innovation. Brazil took steps to timely release 3.5 GHz spectrum to expedite 5G deployment, to improve regulatory processes through reduced bureaucracy and evidence-based regulation, to support the sunset of 2G and 3G networks, and to authorize spectrum to test and develop satellite direct-to-device services. The country was also commended for prioritizing social impact, converting fines into initiatives for vulnerable women and expanding connectivity for indigenous communities. Its agreement with Colombia to create a "digital highway" through the Amazonas region, linking 13 cities in northern Brazil and the Colombian city of Leticia, marks a key achievement in advancing regional connectivity, with completion set for 2025.
“This is the recognition of President Lula's government's commitment to digital inclusion, innovation, and sustainable development. This award shows that we are on the right path to making Brazil a global reference in connectivity and digital transformation. With this, we are proving that, with well-structured policies, we are transforming lives, connecting millions of people, and driving the digital economy," said the Minister of Communications of Brazil, Juscelino Filho.
“Brazil has shown strong vision in shaping policies that foster inclusion, innovation, and economic growth. Its leadership was evident at the 2024 G20 meeting, where it played a key role in advancing discussions on connectivity and digital transformation. Through its commitment to forward-looking policymaking, Brazil continues to set a high standard for enabling the mobile industry to thrive,” said John Giusti, Chief Regulatory Officer, GSMA.
The Global Mobile (GLOMO) Awards celebrate their 30th anniversary in 2025. Industry winners across more than 30 awards in seven categories will be announced this Wednesday, 5th March on the MWC Barcelona stage.
