SpaceX, VP, Satellite Policy

Speaker Bio

David Goldman is the Vice President of Satellite Policy for SpaceX. David leads an international team to oversee spectrum and broadband policy across the globe. The Policy Team drives key regulatory initiatives and are responsible for authorizing several satellite constellations that use multiple spectrum bands to serve millions of people around the world. In addition to broadband, David’s team achieved new rules for direct satellite-to-phone service, applied for the world’s largest AI satellite constellation, and improved processes for approval of rocket launches and landings.


Prior to joining SpaceX, David worked in both the House of Representatives and the U.S. Senate, including leading negotiations on several critical telecommunications laws as the Chief Counsel for the Communication and Telecommunications Subcommittee in the House of Representatives. 


David served in several leadership positions at the U.S. Federal Communications Commission, including as Senior Advisor for FCC then-Commissioner Jessica Rosenworcel where he was the Commissioner’s chief advisor on wireless, international, and public safety issues, along with responsibility for other issues of policy, strategy, public relations, and office operations.


David also served in the Office of FCC Chairman Genachowski and as the Policy Advisor to the Chief of the Wireless Telecommunications Bureau. He joined the agency as an Honors Attorney, serving as Attorney Advisor in the Spectrum Competition and Policy Division of the Wireless Telecommunications Bureau.
