Dilara Huseynova

Speaker Bio

Dilara Huseynova is the Chief Human Resources Officer at Azercell Telecom LLC, where she leads the company’s people strategy, organizational development efforts, and employee experience initiatives. In this role, she oversees strategic workforce planning, leadership development, and culture transformation across Azerbaijan’s leading mobile telecommunications operator. She plays a key role in shaping the organization’s long‑term human capital priorities and aligning them with Azercell’s innovation agenda.

Prior to joining Azercell, Dilara built a 12‑year HR career at bp, where she gained extensive international experience across hiring, advisory, and talent management. During her tenure, she held roles such as Portfolio Hiring Manager for Offshore Wind business and People and Culture Advisor for Global Operations giving her exposure to large‑scale, multi‑market HR environments. Her experience also encompassed leading early‑career recruitment and professional hiring portfolios, where she shaped talent pipelines and drove strategic resourcing initiatives. These responsibilities deepened her expertise in building organizational capability, strengthening leadership pipelines, and advising business leaders on long‑term workforce strategy.

Dilara holds a Master of Science degree in Human Resources Management from The University of Manchester and a Bachelor’s degree in English Language and Literature from the Azerbaijan State University of Languages.
