Speaker Bio

Igor Matthieu Lys is the Founder of Government Tomorrow Forum (GTF) and CEO of Gambit, a Paris-based advisory firm focused on governments and public sector transformation.

With over 14 years of experience in international relations and public sector advisory, he has worked alongside European governments on geopolitical strategy, governance reform, and institutional development, particularly in relation to Eastern Europe and Russia. In 2018, he founded Gambit to support governments and public institutions in navigating technological disruption, sustainability transitions, and global uncertainty.
In 2023, he launched Government Tomorrow Forum, an international research and leadership platform dedicated to the future of governments. GTF brings together ministers, city leaders, technologists, academics, and innovators through its Summit, global Labs (including initiatives in Finland, New York City, Busan and Bologna), and the Government Tomorrow Review, an in-depth publication for global public sector decision-makers (first issue released January 2026).

Igor is also Co-Founder and Chairman of the Spykman Center for Geopolitical Studies, a research and education platform created with Professor Manlio Graziano.

He holds an MA in International Relations from King’s College London and is a graduate of the inaugural Yale School of Management Elevated Leadership Program. He has also completed executive studies in crisis leadership at Business School Lausanne and geopolitical analysis at Sorbonne University.
