Mr. Liu Guiqing was born in September 1966 in Yongzhou, Hunan Province. He is currently a Director and President of China Telecommunications Corporation Limited.
He received his Master’s Degree in Engineering in Signal and Information Processing from the National University of Defense Technology in 1992, and his Doctorate in Information and Communication Engineering from the same university in 2004.
Mr. Liu served as General Manager of China Unicom Hunan Branch and General Manager of China Unicom Jiangsu Branch. He was appointed as Vice President of China Telecommunications Corporation in December 2017, a Director of the Company in September 2022, and President of the Company in March 2025. Since May 2025, he has also served as President and Chief Operating Officer of China Telecom Corporation Limited.
