Speaker Bio

Hayford Kumah is Head of the FinTech Oversight and Supervision Unit at the Bank of Ghana’s FinTech and Innovation Office. He has over 15 years of experience in regulation across different banking and financial services segments. In his current role, Hayford leads the supervision of fintechs licensed by Ghana’s central bank using risk-proportionate frameworks that balance safety and trust with innovation and financial inclusion to optimise the achievement of strategic outcomes within the digital financial ecosystem.


Hayford’s previous GRC roles have involved bank/non-bank supervision, information systems audit, supervisory quality assurance and dealing with problem institutions. He has also served as Senior Accountant and Financial Sector Expert at a regional monetary institute, contributing to major financial sector projects that implemented payment systems, debt market, and capital market infrastructure across West Africa.


Hayford’s background spans Telecommunications Engineering and Finance. He is a Chartered Accountant and holds certifications in information systems audit, innovation, sustainability, and data analytics. He also holds an Advance Certificate in Digital Finance from Harvard University. Hayford is skilled in strategic stakeholder management, policy development and team leadership. He facilitates training sessions for board members and senior managers, and speaks at local and international programmes.
