Lindsey Crumbaugh is the Chief Investment Officer at Co-Develop, where she leads the fund’s global investment strategy to advance digital public infrastructure that strengthens inclusion and improves service delivery. In this role, she oversees investment strategy, capital deployment, and portfolio management, working closely with governments, funders, and implementing partners to support nationally scaled, sustainable systems.

Lindsey brings deep experience at the intersection of investing, global development, and technology. Her work spans mission-driven finance, global health, and workforce development, with leadership roles across nonprofit, impact investing, and private-sector contexts. She is known for bridging strategy and execution, and for translating challenges into actionable approaches.

In her work, Lindsey focuses on how capital, governance, and technology can work together to strengthen and accelerate inclusive growth. She holds an MBA from Harvard Business School and a BS from Cornell University.
