Speaker Bio

CK is the Group Chief Regulatory Officer, Axiata Group Berhad and part of its Senior Leadership Team. CK has about 27 years of experience in telecommunication, with roles in regulatory strategy and policy development with prior experience in network engineering and project management. CK holds a BSc in Electrical and Electronic Engineering (First Class) from Queen’s University Belfast, UK and an MBA and LLM (IT and Telecoms Law) from the University of Strathclyde, UK. He also completed a Certificate in Public Policy Analysis from the London School of Economics and Political Science.

CK is a member of Board and Chair of the Board Risk and Compliance Committee of Smart Axiata Co Ltd, one of the leading mobile network operators in Cambodia.

Recognizing the importance of the work of the GSMA in championing today’s spectrum policy issues and effective advocacy for its members, CK is proud to be the Chair of GSMA’s Spectrum Strategy Management Group for the 2025-2027 cycle.

He is a frequent speaker, panellist and moderator in various regional regulatory forums, covering issues such as spectrum policy, telecom investment policies and digital policies.
