Speaker Bio

Alexia González Fanfalone (PhD) is the Head of the Connectivity Services and Infrastructures (CSI) Unit at the OECD’s Directorate for Science, Technology and Innovation, with nearly 15 years of experience on digital policy and communication regulation topics. She leads the OECD Secretariat’s work on digital connectivity through the Working Party CSI. Her team analyses emerging trends in digital infrastructure, their impact on communication policy and regulation, and develops the evidence base for measuring broadband availability, affordability, and quality. 

Since joining the OECD, Ms. González Fanfalone has authored and co-authored over 20 publications on digital transformation during the past decade, including contributions to the Digital Economy Outlook, and she had supported numerous country and regional digital connectivity reviews under the Digital Policy Committee. Prior to this, she served as Economic Advisor to a Board Member of Mexico’s former communication regulator (COFETEL) and interned at the Under-Ministry of Communications of Mexico.

Her PhD research at the Toulouse School of Economics (TSE) explored how mobile banking in Kenya, led by M-Pesa, transformed financial inclusion and prompted banks to expand their own networks. This work shaped her focus on how connectivity, competition and innovation can bridge development gaps and guide digital infrastructure policy. During this time, Ms. González Fanfalone also consulted for the World Bank and the Copenhagen Consensus Center on the role of digital connectivity and infrastructure in advancing the SDGs.

Ms. González Fanfalone holds a PhD in Economics from the Toulouse School of Economics (TSE), an MSc in Economics from TSE, and a dual BA degree in Economics from the Autonomous University of Nuevo Leon and TSE.
