Speaker Bio
German Cufré is the Global Manager for Digital Infrastructure and Affordability at the
Knowledge Bank, a World Bank Group initiative that brings together public and private
solutions to close persistent digital gaps in emerging markets.
At IFC, he led the expansion of the digital infrastructure portfolio to a US$3.5 billion annual
investment program (5x growth) through engagements across fixed broadband, data centers,
satellite, independent tower companies, mobile operators, and emerging AI enabled
infrastructure. His work increasingly focuses on addressing the barriers that limit meaningful
digital use—including device affordability, financing constraints, and the lack of accessible,
market relevant content.
German also oversees the development of innovative financing approaches designed to attract
private capital into frontier markets. These solutions support investments in underserved
geographies and help lower the cost of devices and connectivity.
Before joining IFC, he worked in private equity, venture capital, and strategic consulting in the
telecom, media, and technology sectors across Latin America and the United States. He holds a
BA from Universidad de San Andrés and an MBA from the Kellogg School of Management.
