Mr. ZHUANG Rongwen is Vice Minister of the Publicity Department of the CPC Central Committee, Minister of the Office of the Central Cyberspace Affairs Commission, and Minister of Cyberspace Administration of the People’s Republic of China(CAC). He has a Doctoral Degree in Engineering and is a Senior Engineer.
