David A. Gross, former US Ambassador and U.S. Coordinator for International Communications and Information Policy at the U.S. Department of State, is co-chair of Wiley Rein’s Telecom, Media & Technology Practice. He is one of the world’s foremost experts and influencers on international telecommunications and the Internet issues, advising US government agencies (including the White House) and many other governments regarding global regulatory matters. Amb. Gross has addressed the United Nations (UN) General Assembly and led more U.S. delegations to major international telecommunication conferences than anyone else in modern history.
At Washington, DC-based Wiley Rein, Ambassador Gross draws on his more than 30 years of experience as a global policymaker, corporate executive, and lawyer to assist U.S. telecom and technology companies seeking to expand internationally, as well as non-U.S. companies and organizations seeking to invest in, monitor, and understand the U.S. and international markets. A leading lawyer and policy expert in technological innovation, he also advises companies, governments, tech industry coalitions, and telecom organizations on international and domestic telecom, Internet, and high-tech strategies – focusing on specific markets; international organizations such as the International Telecommunication Union (ITU), the Organization for Economic Cooperation and Development (OECD), and the Asia-Pacific Economic Cooperation (APEC); as well as many regional organizations.
During his tenure at the State Department (2001-2009), Ambassador Gross had overall responsibility for the formulation and advocacy of international communications and information policy for the United States. Prior to this position, he served as Washington counsel to AirTouch Communications (now Vodafone), then the world’s largest wireless telecommunications company.
